Mandatory Conformity Assessment Programme (MANCAP) - NIS Qualty Mark

MANDATORY CONFORMITY ASSESSMENT PROGRAMME (MANCAP)

All products manufactured in Nigeria must be certified to Mandatory Conformity Assessment Programme (MANCAP) before being introduced to the market in Nigeria.

Certification Requirement for Companies with Old MANCAP Logo

Companies with valid certified products old logo shall apply for the new logo, and the User Guide Manual. Companies with certified products with old logo but due for re-certification shall make an application for re-certification and the formal MANCAP Certification process will be applicable.
 

Certification Requirement for New MANCAP Logo

To obtain MANCAP Certification for products, the following guidelines shall be followed:

  • Duly completed application form for MANCAP Certification.
  • Payment of the filing and assessment fee.
  • Provision of the receipt of the form and evidence of payment (acknowledged by the State Office Coordinator).
  • The company is expected to have in-house test facilities (laboratory).
  • Arrangements for the first factory inspection by the State Office Coordinator, within 21 days of application
  • Where there are no in-house testing facilities, the use of recognised external 
laboratory is acceptable and encouraged.
  • Records of product test results are inspected to confirm consistent compliance 
with the relevant Standards.
  • Tested products that fail to meet the critical parameters of the relevant standards will be classified as substandard products and will be kept on hold for rectification or destroyed.

If the product is approved, the MANCAP Certificate is printed and the Certificate and MANCAP Logo are then forwarded to the company after all payments including for the logo, have been made.

The logo is expected to be affixed on the product and/or packaging material.

Certification Requirement for Obtaining the Fast Track Number

The MANCAP Logo can be accessed by companies whereby it is required for printing of product labels or packaging materials, prior to bulk production of the new product and its release to the market.

The Fast Track Number is only available to companies that already have at least one product that has been certified to MANCAP.

  • Duly completed Fast Track Number application form.
  • Payment of the filing and assessment fee.
  • Provision of the receipt of the form and evidence of payment (acknowledged by the State Office Coordinator).
  • Inspection of the production facility and trial or /pilot production of the product is 

  • carried out by staff of the Product Certification Directorate (PCD), in
  • conjunction with the State Office.
  • Where the company is observed to have the capacity to produce products that meet
  • the critical parameters of the relevant standards, the product is recommended for the MANCAP Logo with number.

After approval is given by Standards Organisation of Nigeria (SON) Management, SON staff will monitor the bulk production of the product and confirm that it meets the required standard specifications for the product to retain the logo.

The product concerned shall not be introduced to the market until the samples 

obtained from bulk production are certified to MANCAP.

 

 NIS QUALITY CERTIFICATE

The Nigerian Industrial Standard (NIS) Certificate is a voluntary certification mark to signify excellent product performance through consistent compliance to the requirements of the relevant NIS at the point of production and on the market.

Company seeking the NIS Quality Mark for their product(s) should have been certified by MANCAP for at least three years and the MANCAP certificates should be valid as at the time of application.

The NIS Quality Mark license or permit to display the on the product is approved by the Standard Organisations of Nigeria (SON) Governing Council.

Requirements for Obtaining the NIS Quality Mark

  • Duly completed application form for MANCAP Certification.
  • Payment of the filing and assessment fee.
  • Provision of the receipt of the form and evidence of payment (acknowledged by the State Office Coordinator).
  • Arrangements for the first factory inspection by the State Office Coordinator, within 21 days of application
  • The company is expected to have in-house test facilities (laboratory).and the product is sampled for on-the-spot tests using the company’s facilities. Samples are also taken for testing at Standards Organisation of Nigeria (SON) Laboratories
  • The State Office also purchases product samples from the markets for SON 

    Laboratory tests.
  • Testing will be carried out at 3 months interval.
  • Where the product meets all the requirements of the standard, it is recommended 

    for screening or vetting by SON Management
  • Successfully screened products are presented to the SON Council for approval
  • The NIS Quality Certificate is printed are sent to the company with the logo, upon payment all relevant fees.
  • Revalidation of the certificate is undertaken every year while monitoring is 

    done quarterly.
     

Note:

Failure to continue to comply with the current applicable standard shall attract warning at the first instance and may lead to suspension or withdrawal of the certification if necessary corrective action(s) are not taken.
